[css] nie mogę zmniejszyć diva Opcje

na stronie jest to używane tak:

problem polega na tym że gdy zmieniam parametr height na większy np. 1.5 lub 2 to element na stronie się powiększa natomiast gdy chciałbym pomniejszyć ten element wstawiając w height np. 0.5 to cały czas mam rozmiar taki jak przy 1em. jak zmniejszyć te divy?
