tinymce oraz polskie znaki, problem z edycją tekstu, Opcje

Witam mam 3 problemy (IMG:style_emoticons/default/sad.gif)
1. Na stronie nie wyświetlają się PL znaki to znaczy nie ma tzw krzaków tylko analogicznie zamiast ĄŁÓĘĆ wstawia się ALOEC, nie wiem w czym problem, zresztą kodowanie jest ustawione:

2. W tiny_mce, nie działa mi kursywa i pozostałe inne formaty tekstu, działa tylko pogrubienie.
3. Jak dodać do tiny_mce ikonke odpowiadającą za wstawianie zdjęć, nie musi być upload tylko samo generowanie kodu html pod wstawienie...

przepraszam, zapomniałem dodać że tinymce nawet nie robi "enterów" tylko pisze jednym ciągiem, hmmm

to kodowanie nic nie zmienia, poza tym obecne jest dobre bo gdy wyrzucę php to jest OK

Info No Character encoding declared at document level
