[propel] brak pliku runtime-conf.php, Podczas generowania klas nie zostaje zapisany plik runtime-conf.php Opcje

Zainstalowałem propela z pear i wszystko poszło ok skrypt propel-gen działa i generuje klasy jednak jest problem ponieważw katalogu conf nie tworzy mi się plik,a raczej nie zapisuje runtime-conf.php. W wierszu poleceń dostaje komunikaty że go tworzy więc dlaczego go nie ma
