Postgres 7.2.1 Native Windows Port Opcje

Po zainstalowaniu Postgre jak w tytule i dodaniu zmiennych środowiskowych
C:> set PGHOME=<postgres_dir>
C:> set PGDATA=%PGHOME%data
C:> set PGLIB=%PGHOME%lib
C:> set PGHOST=localhost
C:> set PATH=%PGHOME%bin;%PATH%

przy tworzeniu nowego użytkownika pojawia się komunikat:

psql.exe: Could not determine the PostgreSQL user to use.

Co się dzieje? Mam Win 98.
