[php] funkcja date - problem Opcje

Chciałem za pomocą date określać czas letni/zimowy. Znalazłem w manualu:

I (capital i) Whether or not the date is in daylight saving time 1 if Daylight Saving Time, 0 otherwise.

Niestety po wywolaniu poniższego kodu dla obojetnie jakiej daty komputera wyświetla mi cały czas 0. Co może być nie tak?
