Problem z menu css pod ie i opera Opcje

Witam was mam taki problem pisze właśnie małą stronkę i pokusiłem się o zrobienie menu w css wszystko pięknie tylko w ff działa normlnie ale pod opera i ie nie chce działać wysuwane menu oferta mam nadzieje ze mi pomożecie bo już sam nie wiem co robię źle.I dla czego tak sie dzieje ze w innych przeglądarkach nie działa ? .
